HISTORICAL REVIEW

The Orense community had to carry out great journeys to achieve the foundation of the university, from the struggles in the streets that cost the lives of men of our town, to the parliamentary controversies, as a product of the interests that are reflected in the interior of society. .
After a series of steps and procedures, Technical University of Machala, was created by the resolution of the honorable National Congress of the Republic of Ecuador, by decree of Law No. 69-04, of April 14, 1969, published in the Register Official No. 161, of the 18th of the same month and year. Having started with the Faculty of Agronomy and Veterinary.
By official resolution was entrusted to the House of Culture Core of El Oro, chaired by the State. Diego Minuche Garrido, the organization of the university, with the Advisory of the Academic Coordination Commission of the National Council of Higher Education, until the rector is appointed.
On July 23, 1969, the President of the Republic, Dr. José María Velasco Ibarra, solemnly declared the Technical University of Machala in a visit to the province of El Oro.
On February 14, 1970, the University Assembly met and nominated Ing. Galo Acosta Hidalgo as Vice Chancellor, entrusting the rector. During this administration, the organization of the university was fundamentally undertaken.
On March 20, 1972, in the fourth University Assembly, Econ was elected. Manuel Zúñiga Mascote, as the first Rector, is also appointed as Vice Chancellor Mr. Guillermo Ojeda López. This administration faced with the needs of the studious youth of the Province, proceeded to the structuring of new faculties, the creation of the Research Department and the adaptation of the citadel Ten of August, to meet the demand for enrollment in the university.
On December 12, 1972, Mr. Rafael Bustamante Ibáñez, Dean of the Faculty of Agronomy and Veterinary Medicine, was in charge of the Rector's Office; and Dr. Gerardo Fernández Capa, Dean of the Faculty of Sciences and Administration, assumed the functions of Vice Chancellor in charge.
On November 20, 1973, the university assembly elected Rector Gonzalo Gambarroti Gavilánez and Vice Chancellor Dr. Carlos García Rizzo. The administration of Eng. Gonzalo Gambarroti lasted approximately two years and its management was based on the implementation of classrooms and equipment that were demanded by then. It was undertaken in cultural extension programs and the necessary procedures were carried out for the acquisition of new properties.
The H. University Assembly of January 15, 1977, appointed as rector of the Technical University of Machala, Dr. Gerardo Fernández Capa and Vice-rector to Dr. Jaime Palacios Peralta; who after successfully completing their administrative period deserved their reelection, in their same dignities on January 17, 1981.
These authorities carried out programs and works that demanded the own demands of the growth of the university population and the development of the environment. They gave priority attention to the adequate academic-administrative progress of the University, to the initiation of the construction of the University Campus and the Sports Complex and to the high scientific and technical training of the students.
With regard to the construction of the University Citadel, the Faculty of Agronomy and Veterinary Medicine was given an architectural complex; and the works of the buildings of the Faculties of Sociology, Civil Engineering and Chemical Sciences began. During this administration the Department of Planning and three new careers were created: Aquaculture, Nursery Education, and Nursing.
In December 1983, Dr. Jaime Palacios Peralta, Vice Chancellor of the University, died, and in his replacement on June 30, 1984, the H. University Assembly appointed Ing. Marino Urigüen Barreto.
The educational task must lead to teaching how to discern the true from the false, the just from the unjust, the moral from the immoral, what elevates the person and what manipulates it.
